Make sure that your vidoe card isn't set to vsync in Control Panel for Nvidia cards (and the Catalyst driver for AMD) and that you turn off (untick) Vsync in Launcher (frist time you launch game it will try to detect your hardware and fail; you need to set up this yourself as today's hardware didn't exist in 2006). To do this navigate to your plugins folder and open sr_Fallout_Stutter_Remover. If you have this issue, check out this mod.
